What do AIA, AICP, CMFO, CTA, CTC, PP, RMC, and RPPS mean?

These initials refer to various state certifications held by a number of City employees and illustrate how Jersey City attracts and retains the "best of the best".

AIA: American Institute of Architects
Individuals who are licensed to practice architecture in the United States are invited to be a part of the leading organization representing the interests of the profession, The American Institute of Architects (AIA).  This credential identifies its members as adhering to the AIA Code of Ethics and Professional Conduct, and requires them to strengthen their knowledge of the profession through continuing education requirements.

AICP: American Institute of Certified Planners
AICP is the American Planning Association's professional institute, providing recognized leadership nationwide in the certification of professional planners, ethics, professional development, planning education, and the standards of planning practice. Certified planners use their skills to find solutions to community problems in ways that will carry the community toward its desired long-term goals. To become a certified planner entitled to use the AICP designation, APA members must meet certain education and experience requirements and pass a written examination.


CMFO: Certified Municipal Finance Officer
To earn this certification, applicants must possess at least a 4-year college degree in a field related to Accounting or Public Administration, successfully pass 8 courses in Municipal Finance taught through Rutgers University, and pass a state exam.  CMFOs must also earn 30 hours of continuing education credits and renew their licenses every 2 years.

CTA: Certified Tax Assessor
To earn this certification, applicants must pass a state exam.  CTAs must also earn 50 hours of continuing education credits and renew their licenses every 5 years.

CTC: Certified Tax Collector
To earn this certification, applicants must possess a 4-year college degree in a field related to Accounting or Public Administration or demonstrate considerable experience working in a tax collection office, successfully pass 3 courses in Tax Collection taught through Rutgers University, and pass a state exam.  CTCs must also earn 15 hours of continuing education credits and renew their licenses every 2 years.

PP: Professional Planner
Pursuant to N.J.S.A. 45:14A-1, in order to safeguard life, health and property, and promote the public welfare, any person practicing or offering to practice professional planning in this State shall hereafter be required to submit evidence that he is qualified so to practice and shall be licensed as hereinafter provided. The term "practice of professional planning” within the meaning and intent of this act shall mean the administration, advising, consultation or performance of professional work in the development of master plans in accordance with the provisions of chapters 27 and 55 of Title 40 of the Revised Statutes, as amended and supplemented; and other professional planning services related thereto intended primarily to guide governmental policy for the assurance of the orderly and co-ordinated development of municipal, county, regional, and metropolitan land areas, and the State or portions thereof.
 

RMC: Registered Municipal Clerk
To earn this certification,
applicants must possess 2 years of higher education or 2 years county or municipal experience performing the duties of a municipal clerk, successfully pass 5 courses on the duties and responsibilities of a municipal clerk taught through Rutgers University, and pass a state exam.  RMCs must also earn 20 hours of continuing education credits and renew their licenses every 2 years.

RPPS: Registered Public Purchasing Specialist
To earn this certification, applicants must complete 4 courses in Public Purchasing taught through Rutgers University and demonstrate current service in the public sector in the general administration of the purchasing process for not less than three years. 
RPPSs must also earn 15 hours of continuing education credits and renew their licenses every 3 years.
