Answer:

City Boards, Commissions and Committees generally include groups of dedicated citizens appointed to one of three types of bodies:

  • Advisory to the City Council
  • Advisory to another local or regional agency
  • A decision-making body for another local or regional agency

Some of these bodies are comprised solely of appointed citizens, some include appointed citizens and elected officials, and some are solely comprised of elected officials. There are currently eight bodies that are advisory to the City Council. Seven of these include City Council appointments of citizen members. Additionally, the City Council appoints citizens to six bodies that are advisory to another local or regional agency. 

The Council serves as the Board of Directors for the Napa Community Redevelopment Agency (NCRA) and for the Housing Authority of the City of Napa (HACN).

 

City of Napa Boards, Commissions and Committees which are Advisory to the City Council:
The purpose of some of these Commissions (such as Planning Commission and Civil Service Commission) include both advisory and decision making authority. With the exception of the Traffic Advisory Committee (which is comprised solely of members of City Council and City staff), the membership of the remaining eight Commissions is appointed by the City Council. The rules of procedure regarding these advisory commissions are set forth in City Policy Resolution No. 10.
